Summary:

Establishes a paid family leave insurance program, under which all workers would be able to take up to twelve weeks of paid leave in a twelve-month period to care for a spouse, parent or child, including a newborn or newly adopted child.

The program would be paid for by employee contributions of 0.1 percent of wages, up to a maximum of $120 annually. The benefit amount would be the same as the unemployment benefit. Employers would be able to require workers to use up to two weeks of vacation time prior to receiving benefits.
