Summary:

Establishes a state Short-Term Disability Insurance Fund for workers who suffer an illness, injury or physical or mental condition that makes them unable to work, including any condition resulting from pregnancy, childbirth or a related medical condition. Workers on disability leave will be paid from a state Short-Term Disability Benefit Fund, funded by a payroll tax, for up to 52 weeks, at a weekly amount equal to 55 percent of their average weekly wages, up to a maximum of 64 percent of the state average full-time wage. Employers are required to pay the first seven days of benefits to a worker on disability leave.

Makes it unlawful for an employer to discriminate against a worker who intends to file or does file a claim for disability leave.
