Summary:
As introduced, the bill would expand Hawaii's family leave law to require that workers receive an unspecified number of hours of leave annually in order to participate in their child's, grandchild's or ward's school activities. Workers must use their existing vacation, sick leave, personal leave or other compensatory time off, or take leave without pay. It also prohibited employers from discriminating against a worker for taking time off to participate in family school activities.
The Senate Committees stripped the measure of the requirement that workers be guaranteed time off and substituted language to require the Legislative Reference Bureau to conduct a study on family school leave that examines the potential impact of requiring employers to allow parents to take leave to participate in their children's school activities and submit a report to the legislature.
