February 13, 2013 — Arkansas Gov. Mike Beebe (D) on Monday signed into law a bill (HB 1100) that prohibits insurers from offering abortion coverage in the state's health insurance exchange, the AP/Atlanta Journal-Constitution reports. The measure includes exceptions for rape, incest or to save a woman's life.
Meanwhile, Beebe said he continues to have concerns about the constitutionality of two other proposed abortion-related measures, but he did not say whether he would veto them if they reach his desk. One bill would prohibit abortion at 12 weeks of pregnancy if a fetal heartbeat is detectable, while the other would ban abortion after 20 weeks (AP/Atlanta Journal-Constitution, 2/11).
