Summary:
Provides that employers who employ one or more full-time telecommuting workers may receive an income tax credit. The credit is a percentage of the employer’s costs related to allowing a worker to telecommute, multiplied by the number of workers who have telecommuted for the entire taxable year.
Amends counties' home rule powers to forbid counties from prohibiting or restricting any person from telecommuting, subject to specific limitations on the person's business activity.
